Right you are! This is the Hellenistic version of the Homer portrait (below is the Homer portrait from the Classical period for comparison). The sculptor made sure to create the surface area around his eyes to reflect the belief that Homer was blind, meaning the muscles around his eyes would have deteriorated from lack of use. Also, he is depicted as one with a slightly open mouth - a "look" of lacking certain social graces, which also reflects his blindness.
