(is this posted in the correct category?)What is this act all about? Does it allow "propaganda" on Americans or is this just targetted at foreign, English-speaking audiences? Is this act still valid or has it been repealed? Has this ever been construed as propaganda on Americans (good propaganda, not bad)?http://en.wikipedia.org/wiki/Smith-Mundt_ActEDIT: it looks like this prevents propaganda on Americans. hmmm. (ethical issues)
I think this Act probably targets foreign language countries in particular, as well as English-speaking countries when necessary. It appears the act has not been repealed. I think the reason for preventing propaganda on Americans is because the propaganda that is the intended subject of th Smith-Mundt Act is for, well, psyops purposes or for trying to sway socio-economic events to favor those of the United States. In other words, this propaganda is to be used as a tool which will help the interests of the United States, but might not be in the best interest of individual liberty. By using such propaganda within the U.S., it would likely be highly unconstitutional. After all, the interests of the United States include protection of the Constitution. At least this is my reading of what the Act means.
