There are African nations or regimes that are wealthy enough who could help.  Europe should get involved as well for their own good. But of course as always it will probably be the US that comes to the rescue.  China needs these resources too, so it would be in their best interest to get involved in fighting terrorism. (just as long as we're on the same side here  :- )
