Maybe Weems felt it necessary to give America a folk legend, and then again maybe he just needed filler material. 🙂
A little research show that the firsdt edition (1800) of the book did not include the Cherry tree fable, it was added in 1806 for the fifth edition.

Ah perhaps my original theory has more merit than I previously thought. Well into Jefferson's presidency, perhaps that story was added to rehabilitate the Federalists through their leader Washington in hopes of regaining power again. Then again, who knows?
