    This, as the old CCC, would be voluntary; lists of potential enrollees would come from social agencies (public and private); those on the lists would be invited to join. All others sign-ups like the military. To be organized and administered as the old CCC was. In the words of FDR (1st Inaugural), give them “…simple work, not interfering with normal employment, and confining itself to forestry, the prevention of soil erosion, flood control, and similar projects. I call your attention to the fact that this type of work is of definite practical value, not only through the prevention of great present financial loss but also a means of creation future national wealth…”.In my perfect world all HS grads would be required to do two years of public service* for a small stiepend and chits toward furthering their education (not payback req'd) to be paid directly to the college or trqade school they attend. No education no $, but no time limit on use… need not be right after term of service.With several options and incentives even your “hard-wards” should find something to set them on a better path.Reality says though… unless society finds a way to motivate the “hard-wards” there will only be more to deal with.*President Obama's New Civilian National Security Force doesn't count unless, I am appointed to the position of Supreme High Commander and Head Fuzzy-Wuzzy.

    Wally:I could not agree more.  As I see it we are born in this country and not by our volition.  As citizens Ithink we have the duty to vote and take part in the political,processes at all governmental levels.  We alsohave a duty to defend our country when it is imperiled, to strive to obey all laws, to serve on juries andto contribute to paying for the cost of governing us.  A two year service to America in the military or aneducational function or in a labor cadre, is a reasonable sacrifice to make for the benefits of living in acountry of such great opportunity and potential.  All able bodied young people would be required to servewithout exception for beauty, brains or brawn of social status.  This would be a true experience in on-the-ground democracy.  It would, however, be mandatory with a small remuneration and a higher education chit as you indicated.  Even high school drop-outs ( I was one once) would be welcomed withopen arms.  I even have an idea of how we would staff the agency.  Those going into the military would have their own cadre, but those electing otherwise would be served by military veterans, teachers andsocial workers–the iron triangle!I would vote that you be appointed Hefe.

    Thank you. We should now close this thread as we have solved the problem and should get out of town before the powers in Congress hunt us down as enemies of the state for having done there job in a few short posts without threats, bribes, or ingenious sound bites.     Okay I split this topic off from the Middle Kingdom thread and gave it the title Western Environmental Policies & China's Economy because China was the subject of the other thread and I couldn't think of anything else.  We sort of got away from China, but we can still focus on the repercussions of environmental activism and how it hurts Western economies while China is not bound to such policies and their economy thrives…..or however you guys want to hijack this thread. LOL
