Cody was a very famous man even before his show. It was because of his fame he decided to make a go of show business. It started with plays where he would play himself (and some say he was a very good actor as well) and eventually evolved into the wild west show that he ran for many years touring both north america and europe (Sitting Bull was with him on his europeon tour).
Well it seems you have a number of poor African Americans Standing in line for what looks to be food. I would say that photographer was in the right place at the right time.

Notice how street gangs (e.g. Bloods and Crips) also use organization, intimidation, and illegal acts in the course of their activities. The missing element? Motive & intent.
