I haven't been following this nearly enough to give any kind of educated answer. It would probably take reading a few books on Thai history for me to make a realistic assessment. However, this quote from the article you linked to is telling about the lack of stability and the meaninglessness of the country's constitutions:"It is easy to speak of the 18 new constitutions in the past half-century, and the many coups. It is hard for people living in more settled countries to imagine that level of uncertainty about the basic rules of the political game."
