I dont know how new that theory is. It has been around for at least 20 years since I was in High School. I also would not put much faith in it, at least no more faith in it than the idea that the CIA had JFK killed.
The general theory could be similar to other ones. The article indicates that the particular set of underlying events in support of this particular one is new. The author who is alleging this has a book out – Rudolf Hess: The British Illusion of Peace.
