It's not “assuming” they can't take care of themselves, it's reality that they can't.
If that is not a condescending statement what is? Of course it is socialistic. What you are talking about is involuntary redistribution of wealth, the amount is irrelevant.

ParticipantYou are ignoring my point. My point is that while we can and do offer help to those less fortunate, we are under no obligation to do so, we do it out of the goodness of our heart. I refuse to make other's problems my own. Once again, yes it is indeed socialistic to finance aid programs both foriegn and domestic through tax dollars, that is the definition of socialism. It is an involuntary redistribution of wealth. Here is Webster's definition:

Simply put, it is the notion that the state knows how to distribute the fruits of my labor better than I do because they are looking out for the collective good and I am not.

Out of goodness of the heart? I don't think so there's a hidden agenda behind it. And I can see that clearly because I live in a third world country! 😉

Where do you live and what is the hidden agenda? What possible hidden, I presume evil, aim could be behind the giving of foriegn aid?
