Without looking….which notable leader is reported to have said the following line, and what was he referring to when he said it?

I had to Google this so I can't answer it….but I'm mortified that he would proclaim such a thing…I didn't realize he was that pompous.
Bad memory, should have known this without googling. Although I was going to guess the other guy whose name begins with C.Well, looks like God put him in his place for being so proud :-
