I think a “proctor” is merely someone who oversees the exam.  On campus one is usually assigned.  For example, when the professor doesn't want to sit in the classroom during a 3 hour final exam a different person proctors the test.  In your situation I think you may be able to have it done at a local university.  This may have to be arranged through your school.
