Looks like a T-72 variant so the focus need to be on the uniform or other clues… as so many countries used on(e) of the family. see below.
I am going to have to go with either Polish or Czech. I dont know of any other countries that had T-72's prior to the end of communism other than the DDR and they wore a different uniform altogether.

RIGHT!! 1985--Yugoslavia--Belgrade to be precise.There is no Croation language per se.It is the Serbo-Croation language with two scripts--one Latin and one CyrilicThings may change in time, but in 1985 it was still a nation-state with a single language and a dual signage.Kudos to you!
